I'd forgotten about three wheelers, that could be a better place to
start. We've still got plenty of time yet, but I'd like to have her on
something pretty close to whenever she is old enough that it would not
be irresponsible to do so.

How much do they go for?

Excellent, sounds very good. The next most important question would
then be: what is the youngest age at which it would not be
irresponsible to put her on such a bike and see how she goes?

Whenever here motor skills are good enough to be able to control it and
her mental capacity is up to understanding the concepts of twist for go
lever for stop, turn for steer.

3 or 4 I'd imagine.

Sounds good, that's pretty much what I thought myself, but I figured
it wouldn't be a bad idea to check first! I want her to be able to
enjoy it, and to be safe while doing so. Of course, in the interests
of safety, I will need one for myself too, in order to properly
demonstrate the correct riding/handling procedures... :-D

When she can walk. Get her one of those toy electric trikes first, they're
reasonably harmless. My youngest granddaughter got one for her second
birthday.
