    "Buying cigarettes has been too easy for under 16s, and this is partly
    due to retailers selling tobacco to those under the legal age." Then,
    err, stop selling tobacco to those user 16?

    Also: What are the government going to do with those 16 year old who
    are 'properly addicted' to cigarettes? Would going cold turkey be a
    breach of their human rights?

    I seem to remember a recent case of Heroin addicts in prison winning a
    case (or was it settled out of court?) because they were forced to go
    cold turkey?
