depends how desperate you are for a licence , many people accept the EU driving licence as a legitamate form of ID , I know the airports do if your working airside as a contractor , most banks do as a form of id if you want to open an account or obtain a loan --

Could be, but I doubt the plod could get a solid conviction on the evidence supplied, maybe on the use of said item.
