Kisan PathBlazer on drz400s?

Anybody got a headlight modulator working on a Suzuki drz400s?
I tried a Kisan Pathblazer; the modulation worked along with
the photocell but the unit was stuck on high beam. Switching
    to low made no difference.

Plugging the modulator into my sv650s produced normal operation
on high beam (modulator and photocell ok) but no light at all on
the low beam. The sv has a newer version of the same Pathblazer on
the left headlight and it works fine.

Measured the drz's bulb voltages, left pin is ground, top is low beam
and right is high beam. Negative ground, switched positive power.
The dealer replaced the modulator on the assumption it's defective,
but I'd like to understand before connecting the replacement.

I _really_ want to get a modulator working on the drz400s; it's
a wonderful city bike and headlight modulators help enormously.

    Any ideas?

  2. After one attempt to deal with Kisan (product didn't work as promised;
company owner promised a refund; refused to refund money after product
returned) I discovered Kriss Industries (http://www.kriss.com/).

Their products are heavy-duty well-built electronics sealed in epoxy
(or something like it). Kisan's are (or were at that time) bare
circuit boards in plastic snap-boxes. Prices were very comparable,
    quality was not.

    YMMV
