Just failed the CA DMV motorcycle popsicle test (and I thought Ihad passed)

That does not even make sense.
Then you would know that the bicycle is not stationary during a track stand.
You blew that long ago with your history of idiotic posts on RAD.
I never made that particular contention - so you are a liar.

One of our local MSF instructors says his wife encourages him to sign up
to teach as many classes as possible more to get him out of the house
    than for the stipend. :)

Here the MSF classes are offered by the local community college, so the
facilities are shared with the truck driver training and OWI classes.

I never claimed that. More strawman lies.

I pay $100/year to license four motorcycles and a utility trailer.

    Proposition 13 strikes again.

    Strawman lie.
So when I was rearranging my garage and pushing the bikes around at 1-2
mph without any lean, they were counter-steering and not direct steering
    to turn? WOW!!!

At low speeds the bike follows the track of the tread of the front tire.
    Duh.
    Was your retirement voluntary?

Odd presumption. I would presume the opposite in the absence of evidence.

As much as it pains me to write this, Tim Morrow is correct.

The going rate for advanced riding training is around $300/day [1] with
the students providing their own bikes and gear, and the people I know
in the business are not getting rich from it.

    [1] E.g. Star Motorcycle School (Jason Pridmore) is $600 for a two-day
    track class.

Assuming that MSP provides health care coverage to its employees, the
average salary will be in the $45K range, with the rest paying for benefits.

At times the line gets blurred by abusing the system (think SAT and
other standardized exams), but this does not appear to be the case with
    the MSF.

How appropriate that you said "duh". Bikes turn exactly
    the same way at low speeds as they do at high speeds;
and no amount of ducking the question will ever change
that. The only thing that changes is that you lose some
of the stability imparted from the gyroscopic effect of the
wheels spnning at high RPMs, so the bike tends to fall
into the turns more quickly at lower speeds.
But you still have to countersteer to initiate the turn, same
as ever, and the bike still turns the same way after that:
    it's just a tighter turn.

It would be so much easier for you to just admit that you
had no idea of what you were talking about in the first
    place.
Ah, the slam meant to make you look good, but which only
serves to demonstrate that you're trying to distract readers
from the fact that -once more- you failed to answer the
question about why you think countersteering stops
working at some point as you slow down.

    Because it doesn't, you know.

The final contention is silly. Plenty of suggestions have been made for
tests that more closely represent real world riding conditions,
including using an on the street test.

Luck of the genetic draw, more than anything else.

I think the FIM should use the "Popsicle test" for its licensing
requirements, since it is the be all and end all of riding skill
    evaluation. ;)

A more likely hypothesis is that the tests are designed to use a minimum
of parking lot space and take up a minimum amount of the examiner's time.

If you believe in a paternalistic state, that is.

Since motorcyclists pose relatively low risk to others, why require a
special license endorsement at all? Thinning the herd through survival
    selection is a viable alternative.

Still quite a few new carburetor equipped motorcycles for sale in the US
(mostly small bore cruisers and both tiddler and thumper dual-sports),
though thankfully considerably fewer than a couple of years ago.
