    I can't really be bothered reading the rest of this thread, but surely
    bikes will be mostly exempt from this crap?

    [1] very briefly contemplated buying another 4.9l car to go with the
    4.0l one we already have, and then I wised up.

    Say what you like about New Labour, but they are great kite-flyers when it
    comes to policy.

    I expect once the practicalities (or absence thereof) are worked through,
    and the fuss has died down, we'll end up with something along the lines of a
    nationwide congestion charging/road toll system for cities and motorways.
    That plus a fuel levy, perhaps at a slightly reduced rate, should have most
    of the effects of an idealised GPS-based charging system while avoiding the
    usual government IT money-pit effect
