    Thing is, "Mr. de Crittenden refused to pay his fine until Sandwell
    Council took him to court and secured a proper conviction." So you run
    the risk that you will be convicted and end up with a bigger fine.

    Now, if EVERYONE refused to pay then the system may well collapse, but
    until then it's usually easier to just pay up.

    It's even easier to find a proper parking space in a proper car park
    and not get fined in the first place.

    I've always maintain that if I get a speeding fine when I was actually
    speeding then I'd just accept it unless I knew it was incorrect.

    Same with parking tickets. When I used a car I just parked the bugger
    anywhere I fancied for a whole two years, and in that time I only got
    one parking ticket, which I paid right away which was for something
    like £15 or £30. Two years parking for £30 is quite good value.

    Couldn't agree more. Have no sympathy [1] for people who get parking
    tickets. Park somewhere legal you selfish fuckers, and especially don't
    block me in at my local co-op because you'll "only be a minute". How do
    you know how long the fucking queue is?

    This, however, is not the question in hand. The question is about
    the legality of the "guilty without trial" notion that these kind of
    fines have.

    If the law needs amending, then do so, but don't presume that you
    can go around inventing new laws to suit your own purpose.

    Because you automatically incur "Costs" which must be paid[1], so
    effectively they are another fine.

    [1] Even if you plead guilty on arrival at the Magistrates court in my case.
