Does anyone have a recommendation for an insurance broker, specifically for
    a 19 year old?

All depends on circumstances, but many (10, to be precise) years ago
Yamaha Link did me a good deal on insurance (aged 20, 20k miles / year
commuting, 1 year NCB), so you could try your bike's manufacturers
    scheme.

Try H and R. They just gave the best quote by far for my 17 y/o on the
NSR125RR with 1 years NCD (approx £650 TPFT)

I used motorcycle direct when I had one of those (and was a similar
age). I will warn you though, for my first year the figure on the
paper was ?2963 FC (although thanks to a deal I didn't pay that), but
the renewal was still over ?1K for a 19yo in 1999.
