    I know what the nice ones in France mean, though. e.g. a black 70 on
    a white background with a red border, just as you approach a nice
    twisty bit in the Pyrenees, means (roughly translated from the French)
    "This next set of corners will be nice and easy at seventy of your
    English miles per hour".
