That'd be the old "ten yard box" syndrome then. You don't need to deal with
anything until it enters the imaginary 10 yard box at the front of the car.
    Works for my missus.<snip>

No, I really don't understand, and I thought Rope had vindicated me. The way
    I read it is

"Indeed. It's often astounded me..." ok so far

"at the poor observation skills of " eh? "Often astounded me at the" what
    does that mean?

"cage only drivers " What the **** is that?

"I've been in the car of" ?!!!?!!

Now I understand what he's saying overall, but I can't read that as any
English I've known. I'm prepared to be proven wrong though, am I having a
thick moment? I have at times had to re-read passages that I think have been
poorly punctuated but I've read and re-read this and it still seems alien.

You're kind of right, but I can't say that it bothered me. He doesn't
    speak like that IRL.

S'pose he could have written "I've often been astounded at the poor
observation skills of car drivers" and that'd have been better.

    Whatever.
