If, hypothetically, new neighbours having moved into a nearby rented
property started filling it with bales of compost and high intensity
lamps, how long would one expect it to take before the first crop was
    ready for harvesting?

    About 8 weeks.
I think local Plod is going to be interested.
But for a Kg you could look the other way.

Would there be any discernible smell from the premises?

Oh **** me yes, it is *very* smelly shit.

Know any coppers? If so, get one round with a drugs dog in a few weeks.

Also, if you can smell petrol all the time they use that to mask it....so
    i'm told.

Just asked a Blighty-based mate 'in the know'. He says that if it's just
soil/compost etc., then probably twelve to sixteen weeks. If they've gone
down the hydroponics/Pearlite route, then possibly eight to ten weeks.

I believe it's only the garage so far, however I fear the rest of the
property will soon be put "into production". I'll zap the garage door
with my lazier thermometer one evening to check.

That depends on how good they are and how/where they vent it.

They'll find their own way in due course.

The roof will light up like a Xmas tree on the FLIR camera aboard the plod
    helicopter.

If it can be bothered to give you a reading, of course.

You have to paint a square of matt black on the garage door to aim it at or
the reading will be way low.

The tenants at my rental house moved out last year. When they were
gone, I spent time there cleaning, etc. The back fence looked to be
falling down. On the other side, the neighbors had ~6 nice plants, 3'
high with good solid buds. I could have reached over and picked an
ounce easily, but mindful of the bad karma that involved, I gave him a
call. I mentioned that I would be showing the place to prospective
tenants and I didn't know who they might be, and since it was close to
harvest time anyway, he might want to consider pulling them, and oh,
by the way, I sure wouldn't mind a sample. Harumph. He gave me a tiny
handful of stunted buds. So much for being a nice guy. (FWIW, he had a
medical marijuana card, so the plants were legal.)

  13. is about right but...

From what I understand of it it depends if they are raising the cuttings
on site or bringing them in from a separate "nursery". If on site then
add another month or so. After the first crop then every 9-10 weeks until
the site is closed for whatever reason.
