Anyone got any idea as to why Cal-Trans put Hwy. 299's passing lanes on
    tight turns?

Seems putting them on straight sections would have been better. Just struck
    me as being odd.

The first thing I noticed when I came to CA was that on Hwy 50 down off
the Sierras, there are members of the Anti-Destination league who will
drive very slowly around all the twisty parts to prevent anyone passing
them, and then, on the straightaways with passing lanes, go as fast as
possible to prevent anyone passing them.

The same thing happens on Hwy 1 between SF and Santa Cruz.

They are all 'plants. Real california drivers are all in Nevada or
    Elsewhere.
