Don't know but I doubt that they could as they are state owned IIRC.
They have had horrendous problems since a serious train crash uncovered
problems with driver competence / training / licencing. I'm sure you
would recognise an awful lot of the issues they are dealing with.

I was there to review their ticketing system development - my old area
of expertise.

 

It was more in jest at your consultancy coupled with their recent
renationalisation.

The competence issues are more medical standards and a design fault with
the deadmans. IIRC.
