Not by a long way, they tried (a high court judge, no less) but failed.
You'll see for yourself, if your current 'negotiations' go well.

Sound fine to me. At that age I was on my second Big Healey.

A string of Capris, Mini Cooper Ss and a 2300 Vauxhall Magnum Coupe plus
numerous biggish bikes had been abused by me at that age.

Any 23 year-old who presumes to judge others needs a clip round the ear
and a kick up the arse.

If his riding is up to the required standard and he's passed his test
    then it's a good idea.
    He's got a point.
An R6 isn't a track bike with lights and a plate, racers have to carry
out a lot more modifications than that if they want to be competitive.
The more people getting on bikes the better.

If he crashes then maybe someone will have another look at the whole
DAS thing and alter it a bit to try and make sure riders are a bit
more prepared for the road when they're allowed to buy whatever they
    want.

Ditto, though TBF mine was a Monster, hardly in the same league as an R6.
    Reckon so.

That you're trying to screw with natural selection and no good can come
    of it.
Let him find out for himself, but keep a video camera handy. ;)

Oh Christ no. I want less people on bikes, not more. More people on
bikes= more people in cars pissed off.

Which may result in little oversights like forward facing cameras, speed
averaging cameras etc. being reset so they look at the rear of the
    vehicle and increase my risk.
Or bring in a power limit.

    A T100SS[1] for me though I did progress from a Matchless 250 via a
Triumph 21 350 in fairly rapid succession. The AJS 31CSR 650 followed a
    couple of years later.

[1] Not exactly the R6 of its day seeing as how there were only Vincents
and Square Fours that were near the magic 1000.

I'd make all new riders have to own some old snotter to prove their manly
    biker skills.

but that's really more so I don't feel left out.

    It is. Most certainly.
I think he's clearly got a lot more experience riding than you give
him credit for, but that in any case there's nowt wrong with his
approach at all. Guy I worked with 7-8 years ago went straight from
DAS, with _no_ previous experience except a run out as pillion on my
Sprint ST, to a coupla years old CBR6 which he used as a daily 100
mile commute for 2-3 months before trading up to a ZZR11.

I rode out with him a couple of times, and he was perfectly competent,
if a bit slow. What exactly would you see as a problem in the above
    scenario?

When I were a lad you could buy a Dominator on your 17th birthday so long
as you stuck L plates on it.
Rumour has it that I am still alive.

I say he'll spend a few weeks amazed at how fast it is, then get used to it.
He'll probably also be driving around 2 gears higher than usual by accident.
The biggest problem, IMO with something with a lot more power than you're
used to is going for silly overtaking gaps because you think it goes like a
rocket. Then you find out it's not quite as rocket like as it could be.
