Hoon legislation

THE Gold Coast has been declared the hoon capital of Queensland with
more than 20 per cent of the state's hooning offences.

Police Minister Judy Spence today said police had impounded 3221
vehicles across Queensland since anti-hooning laws were introduced in
    November 2002.

Of these, 714 cars have been impounded on the Gold Coast, Ms Spence
    said.

"This accounts for more than 22 per cent of all hooning offences in
    Queensland," she said.

Ms Spence said despite the high figures, there was solid evidence the
laws were working with just 76 repeat offenders.

"This is because confiscations hit hoons where it hurts the most – by
taking away their wheels," she said.

"Once a motorist goes through the embarrassment and inconvenience of
having their car impounded, they are unlikely to do it again."

Ms Spence said the anti-hooning laws gave police the power to impound
vehicles used for hooning for 48 hours.

Repeat offenders can have their car taken off the road for three months
or even forfeited to the state after a third or subsequent offence.

thats why p platers are restricted to 1 cylinder 50cc cars these days, no
turbos, nos, superchargers or rocket packs anymore. so we can catch ya on
    our police pushbikes..

Ha, might have posted about this in the past.... I know of someone - on a
pushbike - who did a runner on 2 police mounted pushbikes; time for some
more training or get something with a bit of go and a bit less comfort.

It's a joke when you consider that my first car, a HQ Kingswood 253 V8,
pulled 17.4 over the quarter and your average family 6 cylinder these
days would give that old thing a flogging.

Christ, my old man's HR wagon used to do over 90mph, a speed that would
give the safety nazis of today apoplexy.

Even a little 4 pot with bugger all done ( say the corrola ) will run
over 160k with ease .The legislation should be power to weight
stipulated which will still fail but not as badly .

at what speeds are most of these P-platers coming to grief?

I thought most of them were losing control at 80-100kmh or less,
usually because they struck a situation that needed more than "get in,
start it, move the wheel a bit".

Reckon you'd be better off making them all ride motorcycles for the
first 2 years. They'd still splat themselves, but only themselves,
and if they did cause a smash up with a car, the car occupants have a
    reasonable chance of surviving.

I was a statistic on my Ps - caused a crash in which I was dead lucky
no one was hurt. The only speed involved was that I was moving when I
should have been stopped. The cause was me not paying enough
attention. At night, a bit tired, distracted, not skilled enough
to really compute the speed of an oncoming vehicle at night, and not
skilled enough not to just blindly follow the car in front of me as it
    turned.

I have been saying for years start driver training in schools and teach
'em to drive not just pass a test .

Problem is that there's not enough hours in a school day for the
things everyone wants the schools to teach.

I think better off to have subsidised driver training available to
16-18yos after school. They have to pay something for it, but they
get a reduction in their time on Ps if they pass it. And they have to
    pass, not just attend.

This will lead to a 2 tier driver education with those who have money
having a shorter time on Ps, but I don't think that's a dreadful
problem. If the cost isn't huge then it won't be that many people.

    Hell, pay it on HECS.

Yep, and the Qld Gumbimint just made it compulsory for all prospective
motorcycle riders to spend a year driving a cage first.

Just when you get one Transport Munster housetrained, there's an
election and you have to start all over again...
It was recently said by someone with a fair amount of CDF that the
earlier the better, working on the old dogs, new tricks principle.

A 253 V8 was optimistically rated at 185 brake horse power or about
138kw, my 'old mans car' Mitsubishi 380 is rated at a (fairly realistic)
175kw or more than 230 brake horse power which is about the same as the
308 V8 which was optional in the HQ. The standard Ford Falcon is 190Kw
and would give the optional in the HQ chevvy 350 V8 a run for it's money.
Yes... limits have got slower, lower and more strictly enforced and cars
have gotten faster and faster... something oddly 'yes minister' about
    that :-/

  16. It's a tough call, really. Staying alive is about getting road smarts,
and road smarts have to be learnt. While learning, the chances of a
bingle are highest. The chances of surviving a bingle are higher in a
    cage than on a motorcycle.

Trouble is, you get better road smarts faster when you are riding for
your life (I reckon) than in the relative safety of a cage.

    Catch-22?
