"Richard Brunstrom, chief constable of north Wales, also signalled a major
    new clampdown on speeding.
To stamp out dangerous driving, he called for urban speed cameras to catch
drivers at 33mph instead of 35mph and above.

He told the Commons transport committee he has ordered a major review of
trigger limits, which could see thresholds lowered across the board within
five years. He urged moves towards "blanket enforcement" with speed cameras,
and a loosening of strict criteria governing where they are placed. And he
revealed that police will soon be able to check drivers' identities with
    roadside fingerprint scans. "

    "Britain's top traffic policeman" apparently.
This just made me go 'huh?' :

"Mr Brunstrom said the police already have fingerprints for one in three of
the male population, the same proportion as have a criminal record. "

One in three? And don't women speed then? And what's having a criminal
record got to do with speeding?

    In
they've been booking and prosecuting people for 32mph in a 30 for
    ages up here (north Wales)

The guy is a cnut and utter cnut, especially when you consider
the burglary detection rate went from 49% to single figures
    during his tenure in office.

This year he's proudly proclaimed his "Arrive Alive" scheme a
success .... in the same year that 13 or so motorcyclists have
    died in the area ...

Maintaining my previous examples of pointless letter writing, I have now
used the faxmymp.com website to write a letter to my local MP
    complaining.

    I don't expect much to happen ;-)

So that's both you and me...

That must mean they have mn's finger prints and that he has a criminal
record as he's the third person.

One wonders what motivates this man. It cannot be road safety as speeding is
the significant factor in only a small percentage of accidents and there is
evidence to suggest his policy of relying and cameras has led to reduction
of traffic officers and a tailing off of the downward trend in road
fatalities. It may just be the case that he has gone out a limb and knows he
is wrong but does not want to change tack for fear of losing face/his job.

However, I have another theory. A chief constable's tenure is a limited one
and at some time in the future this man will retire. Wouldn't it be
interesting if he found employment in some capacity with one of the many
companies that have seen a marked increase in business perhaps by supplying
or maintaining cameras; or processing the fines? Afterall, they seem to be
the only ones to benefit from his policies and owe him big time.

  12. It could also be that

    a) he is cultivating a "populist" position with "victims" of speeding
    b) he is stupid
    c) he doesn't care about the "downside" of his policies.
    d) he or a close relative is the victim of a speed related incident and
"he has to do something about it".
    e) he hasn't long until he retires so he's having a last go at "doing
    something".

    Personally I vote for (b).
    This theory has merit.

    Doesn't work.. they grow back.

The smart money would be on putting superglue on the pads of your
fingers, then letting it dry, this would prevent the moisture of your
    fingers leaving a print.
