    In France, Plod is very strict on this and regularly stop and fine
    bikers for doing exactly this.

  5. Controlled conditions only as far as I see - such as coned roads. Oh
    and some of the motorways have an "extra" lane, which you may or may
    not use depending on the Green/Red gantry sign above.

    The really amusing thing is, that nobody is using it.

    Every day this week the gantry signs have been saying "Congestion: Use
    Hard Shoulder" and everyone is merrily ignoring it.

    Oh, and they've built lay-bys all the way down the stretch so it you
    break down you can get out of the traffic.
