    I agree with Steve Parish's take. He said for that incident (deliberately
    not mentioning it to prevent a spoiler) the decision should be taken after
    the race as telemetry could be used as evidence, especially about who was
    braking at what point.

    For absolute offences such as jump starting or speeding in the pit lane
    then a ride through penalty is appropriate.
