He was actually trying to do you a favour. The problem was that he was so blinded by it's hideousness, that he didn't see you were riding it.
There's an old post somewhere that describes a bin as requiring repairs costing a ground or over 25% of the value of the bike. Now it looks to me like the tax disc holder is knackered - jobs a good'un. Anyway, the rider of pictured vehicle surely deserves some kind of trophy.
