Are you sure? AFAIK, when you get a suspension due to accumulated
points, at the end of the suspension they only extinguish the points
which contributed to the accumulation which caused the suspension, not
every point accrued up until the date of the suspension. I would not be
surprised if by the letter of the law he had to serve 200/12 suspension
periods, however I would expect that on appeal he could probably get
    that reduced considerably.

I've never heard of that before. In my experience it's all nullified
when the license suspension/cancellation penalty is served.

Hmm.. this is from the FAQ page on the NSW RTA website...

"Are all my demerit points cleared from my record when I complete a
period of suspension of my driver’s licence?

Demerit points which contribute towards a demerit point suspension or
refusal and which are shown on a Notice of Suspension or Refusal can’t
be counted towards further licence suspensions. If other offences are
recorded after a Notice of Suspension or Refusal has been issued, the
points for those offences will remain on your record and may count
towards future suspension or refusal. All your offences and demerit
points will be displayed on your driving record because this accurately
    reflects your driving history."

Now that is a bit ambiguous, because it doesn't mention what happens to
demerit points which are accrued in excess of those which are counted
towards a licence suspension but prior to the issue of the notice of
suspension. I always took that wording to mean that if you committed 6
x 3-point offences at the same time, the first 12points would trigger
the suspension, and at the completion of the suspension they would be
extinguished, but you would still have 6 demerit points outstanding.

Maybe the kicker is "and which are shown on a Notice of Suspension".
My only experience was in 1977 with 14 points demerited from my 4-point
provisional licence but after I did the 3 months of bus-travel I was
    square at none-for-none.

Another google finds this on the Vicroads website.

"The suspension period will be three months for the first 12 points
plus one month for every additional four points listed in the option
    notice."
in Vic, 200 demerit points will trigger 200/12 consecutive suspension
    periods of 3 months.
200 points would trigger a 48 month suspension. I wonder how that
would affect the "double or nothing" option where you get a 3 months
suspension and keep your nose clean for 12 months and wipe out the
points that way. I wonder if you could wipe out the entire 200 points
in 12 months and keep driving.

    Nasty!
I think we get longer suspensions for more points in Qld too. (though
    I think it's only a two stage under/over thing).
I can't remember the details and I can't find it on the website [no
friggin' surprise THERE!] but I think the option of "nose clean for 12
months" is only for 12-pointers too.
Either way (and like Victoria) you restart at zero when you eventually
    do restart.
