Foreign licence holders

    What's the law on foreign riders (and drivers) riding over here?
    Especially if they are under the age that they would be allowed to
    ride/drive in the UK (I think Italy allows scooters from 14 and
    Finland/Lithuania and some US states allow cars from 15).
