I thought this would be quick, easy and almost automatic but nothing I
do gives me an obvious solution. I was expecting a 'wizard' to guide
    me through it.

    TIA

Export everything into a .pst data file. All emails and contacts.

    <file><import & export><export to a file><personal folder file .pst>
copy over the database file it creates
in your new system do the opposite and <import for another program or
    file><personal folder file .pst>

Why not create a new account in Outlook and let this import from
the outlook express, then export to a PST, then transfer this to the new
system and import back into outlook, OK i know its not express but
its a way of getting contact and emails across.

    Just my 1p worth.

AFAIK, older versions of Outlook are not compatible with Vista.
