Since the advent of broadband I thought this would be a never to be seen
again technology but GSM mobley things screwed that up.

Anyway. I have, in a USB port near me, a VINN mobile thing (Turkcell).
I cannot however get the <insert Nigesque[1] description here> to connect
or in fact dial a number at all. It will however send text messages.
Which is as much use as a chocolate tea pot but is indicative of signal
    and connection.

Using the software that came with it it just says failed to connect.

The modem is on COM 9 and we can talk to it with hyper terminal.
It reports the manafacturer AT+CGMI huawei
It reports the model AT+CGMM E176G
    It has signal AT+CSQ 13,99
It reports CONNECT when you ATDT*99# (the correct number)

looking at the modem log it coughs the gem NO CARRIER. Which is
apparently indicative of a wrong number. However the number appears
to be correct. This is using the provided software. Using
Hyperterminal all seems well but fails to cough any of the expected
    PAP / CHAP conversation.

If you go to network set up from control panel and to set up new
connection manual. There is the option for connect using dial up
    modem. Greyed out. :(

Is there some kind of service which is disabled that is required?
    Registry monkeying required? Anyone?

I did RTFM but all it said was plug it in and go! No useful information
was contained therein. Google will happily cough lots of results claiming
Turkcell are ripping people off but no info as to how we can get it to work
and join the ranks of the screwed over.

    [1]Nige-esque?

I'm sure you have already checked this, but presumably the modem shows
up as present in Control Panel/Phone and Modem Options/Modems and is
    reported as 'working' (properties)?

Must be I suppose if you can choose it by name to set up a Hyperterminal
    session.

Yup. Rocks up there. Hardware manager reports COM 10 but phone modem options
reports COM 9. Both ports behave as a modem from Hyperterm.

Can't switch the modem to com 10 as it reports com 10 in use and gives me
    the metaphorical windows finger.

The thing is working as it functions on other peoples PCs. I am convinced
there is some kind of windows service missing but not knowing my arse from
my elbow windows wise makes it a bit difficult. Telephony service is
installed and working are there any less obvious ones I should check?

Reaching way back into pickled brain cells, ISTR that the sequence
CONNECT/NO CARRIER may happen when someone answers the phone and goes
"Hello? Hello?" instead of SCREEEEECH. BICBW.

Dingly ding! :) I enabled everything that looked remotely non dangerous.
I can now ofload the windows boxes back to the Mrs and abandon my role
    as unpaid tech support.

Thanks but it's[1] all sorted now[2] but the dialup number is "*99#"
and highly unlikely to have peeps on the end.

    [1] Carefully checks apostrfy usage.
[2] Missing services were the culprit.
