Sorry to ask yet another DSLR or camera question, but ...

I've been recommended to buy a Fuji S9600 as a decent starter camera at
a cheap price. We really can't afford more than £100, hopefully less,
and preferably nearer half that!! .. so whatever we get will be
second-hand. I currently use an old Sony DSC P50, a great digital
camera in it's day but getting a bit knocked about and worn, with some
scratching on the screen/lens. I haven't really done any 'proper'
photography with it but it's something I want and need to start doing.

Uses are all over the place. I need a macro function, or at least the
ability to get crisp(ish) images at about 200mm distance of small model
parts, use as a general camera, maybe to leave in the car/Landrover and
which needs to cover an ability to take near and far shots, landscapes,
buildings, people etc. Lastly it also needs to work reasonably in
low-light levels, preferably also with a hot-shoe or decent flash, but
this isn't strictly necessary, just wanted.

I also have an additional new part-time/ad-hoc 'job' and part of that
will need me to photograph cars, tents, caravans, campsites, buildings
and roads/tracks in all weathers and situations. So this makes a
camera pretty necessary, but it doesn't need to be a full on pro camera
as it's mostly for website shots rather than for printed publication
and it's mostly this that's really prompted the need for a newer
camera. If the project takes off a decent camera will be supplied
(yeah, I bet!) sometime in the future! The camera I have is OK, but
now limited in ability, or maybe that's me!

I have been told that at minimum I want a reasonable camera body, with
a reasonable zoom lens, 28 to 200 or so and preferably an ability to
    add/change lenses/filterslater.

So is the S9600 a decent buy? it seems after a short look round to be
pretty good .... but I'm a novice at cameras.

Does the S9600 tick most of the boxes? Can anyone suggest anything more
suitable for the uses above? Does anyone have anything reasonable for
sale? Bear in mind we have no extra money at present for extra lenses
    etc.
