I take it you are getting nothing at all rather than gibberish?
We might have some in out stores so I'll have a nose next week assuming I
    remember

Ged that takes me back. Hardware flow control, whack the speed right up and
what sort of UART chip have you in your serial card?

You're not using Rockwell RPI, by any chance?

Dont think so... Im using the onboard Serial port on my Dell Precision
340... though Ive also tried my Vaio laptop as well... fucking things! Id
assume that the switch is fucked, apart from the fact that Ive got two of
them, they both work, (as switches) and neither of them can I communicate
    with via the comm port.....GGRRRRRRRRRRR!!!!!!!!!!

No switches in our stores , but this was lifted out of one of the manuals.

The console port is a DB-9 male connector used to connect a management PC
to the workgroup switch by means of a straight-through DB-9 to DB-9 standard
serial port cable. Using a terminal, you can monitor the results of startup
self-diagnostics, perform manual boot configuration and SNMP agent
configuration, and customize your network using the supplied menus and
screens. The console port provides VT100 terminal emulation, running at 9600
baud and using 8 data bits, 1 stop bit, and no parity as the communications
    format, with flow control disabled.
In less complex applications, where no configuration changes are required,
    you
do not need to use the console port on the workgroup switch.
The console port connector pin assignments are described in Table 1-2.
For information about connecting a terminal to the console port, refer to
Chapter 2, "Installing the BayStack Ethernet Workgroup Switch."

To connect a terminal to the console port on the workgroup switch, attach
    one
end of a straight-through serial communication cable to the console port of
    the
workgroup switch and connect the other end of the terminal cable to the
RS-232 port on the terminal or PC.
The BayStack Ethernet Workgroup Switch console port uses a DB-9 male
connector and RS-232 signaling with the following default parameters:
    .. VT100 terminal emulation mode
    .. 9600 baud
    .. 8 data bits
    .. No parity
    .. 1 stop bit
    .. Flow control disabled
For console port connector pin-out information see Table 1-2 on page 1-5 of
Chapter 1, "Overview of the BayStack Ethernet Workgroup Switch."

    Good luck
