The bike should be fitted with a vacuum tap thats shuts fuel flow off when
    the engine is off.

The float height should be 17.5mm +- 0.5mm to give a fuel level of 3.0mm +-
    1mm.

The bike -MUST- be perfectly level across the carbs before checking the fuel
    height.

That's 3mm, plus or minus 1 mm from the TOP of the float bowl.

This level is measured with the carbs mounted on the motorcycle. A
short length of clear plastic tube, like aquarium air line, is
attached to the bottom of the float bowl at the drain plug. The open-
ended tubing is held up beside the top of the float bowl, and the
measurement is taken as the gasoline seeks its own level.
