California *is* the toughest and elsewhere it varies even within states.
Just as an example one of my friends, recently deceased, lived in California
but would register his cars in Washington State. I went with him to their
DMV once and when they asked him ~"Do you have your smog certificate" he
asked them "which counties don't have smog tests?" Soon as they told him he
echoed it back and they let him get away with it.

It is really a fact of life in California. One of my uncles who was a minor
public figure at the time made the news for registering his truck in Oregon.
No less a figure then Boyd Coddington was bitch slapped for skirting the

The big problem is the laws are arbitrary and subject to interpretation.

If it is arbitrary and subject to interpretation...then it's a BAD
law.

Specific example: You are allowed to make repairs with non OEM parts if the
factory replacements are no longer available. The problem is you can't find
out until after you make the repairs if the arbitration station will pass
them. Invariably they shoot down anyone w/o connections.

Oh that can be worked around. There are connections and there are
connections. Show the nice drone on your laptop that there are no
parts available. If you were an asshole like me I'd tell them to find
the parts OR shut up and certify the vehicle. Yes I would say that
nicely, politely and gently.

I think too much about this kind of stuff. I was just pricing ~1971-1973
BMWs 2002s because they are my favorite model with the intent of putting in
a modern engine. The irony is I could get away with this because they don't
require smog tests on 1975 and older cars. If you were to replace the engine
on a 1976 Buick with one out of say a 2009 Camaro that met current emmisions
it would become illegal.

I feel your pain on that one. Minde ye, I've an olde 72' Cheyenne,
beat to snot needs a heater, pain in the ass to get running. But once
it's running...it just wont quit.
