Does anyone know what the legal side of fitting spots on the front of a bike
    are ??

I have some small driving lamps that I was going to mount on the fairing
under the headlamp, but someone has told me you can get fined for this,

I have tried the gov website but am going around in circles.

Bollocks, perfectly legal if you wire them to illuminate with main beam only
or with dip if the beam cut-off meets requirements and they are
    appropriately adjusted.

    this,

I've got 2 lights mounted on the engine bars, been through 2 MOT like
that and one police stop. Mine are wired via a relay to come on with
full beam to attempt to overcome the useless standard fitment.

I was looking to wire them via an illuminated switch so that they could be
switched on independant of the main beam, or if they were not switched on,
with additional wiring through the main beam for that occasional flash !!

Did my IAM test last month with local police's chief bike instructor.
He commented on how nice the lights on my bike were (Halfords/Ring
Ice Blue spots £39.99). No comment from him that they might be illegal.
Lots of R1150GS owners have added extra lights as the standard ones
are so piss-poor. Just search for "lights" on www.ukgser.com/forums
to see the many ways they have done this.

I have mine wired two ways. First via a relay hooked up to main
beam (relay kit supplied with spots together with good lengths of
wire). Plus I have an autoswitch. This comes in two versions -
BMW version which works by holding in the indicator cancel switch
for 2 seconds - or another version which works when you flash the
main beam for 1 second. Either version lets you operate the
aux lights independent of main beam. Autoswitch here:

No, they _must_ be wired in with your headlights either as 'driving
lights' with the main beam, or as fog/dip headlights, operated[1] by
the normal switch, only if the beam pattern conforms, as stated
    elsewhere.

[1] I think you can have them turned off elsewhere too, as long as
they can't be turned on without the headlight.

P.S. Learn to snip and trim sigs please, like wot I done.
