Exceptions to Laws, why?

    For example(?) Why don't School Buses, have some kinda ''restraints of
    Protection'' for the children, called seat Belts?Why can ''rural mail carriers'' steer their vehicles, from the passenger
    side, plus, not wear a seat bet.(?) I am referring to my area, of
    course.Then, back to pollution. Why do, the diesel large trucks, not have
    ''smog'' protection?-------------I'm Gonna throw this in--------
    Call this a miscellaneous Why?
    --why is one hungry, within, an hour or so, after dining at a Chinese
    Buffet restaurant. ----bjay-----

    Well, I'm not sure about the Chinese restaurant question, but I used to
    know a Chinese guy that was a chef in a German restaurant. Can you see
    this coming? An hour or so after eating there, you were hungry for power...
