In Scientology, ethics is defined as "rationality toward the greatest
good for the greatest number of dynamics" (parts of life, such as
self, family, groups, etc.). The purpose of ethics is said to be
"paving the way for getting tech in."

So, they can lie, cheat and steal, as long as it benefits Scientology.
What Doc Wong is doing is paving the way. Within the bubble, he is being
"ethical." Redefinition of words is deliberate. They say they're "the
most ethical people on the planet," and they believe it. So it's okay to
take your last dime. If you were upstat, you'd have more dimes.
