So, this "Safety Camera Partnership" that's refusing to contact wrongly
convicted drivers after they sited a scamera incorrectly:

    http://www.abd.org.uk/pr/379.htm

Would it be possible for a group of concerned citizens to mount a
private prosecution against the head of the partnership (presumably the
Chief Constable?) for attempting to pervert the course of justice?

After all, he knows that people have been wrongfully convicted of what
the government tell us is a criminal offence, he knows who those people
are, and yet he takes no action.

    Seems clear cut to me.

Yes, but it is the job of lawers and solicitors to make sure it is unclear
    when taken to court.
