Covered license plates/traffic wardens

    I've been into London twice in the last year and each time I have seen
    bikes parked on the pavement with the license plate covered

    The first time I was in a bar and across the street was a bike parked
    on the pavement under a "no motorcycles" sign with a black plastic bag
    tapped over the plate, a traffic warden was milling around the bike but
    didn't appear to ticket it.

    The second time I was in Hampstead and a bike was parked on the
    pavement with a piece of white paper folded over the plate, a traffic
    warden seamed to be debating whether to lift up the paper or not..

    Is there some loophole in the law that allows you to cover your plate
    and not get a ticket? Is it that the warden can't touch the
    bike...seams unlikely if they can put the ticket on the dash?

    Any ideas?
