    OK, so I googled.

    "There is a long line regular bike parks, then a small section at the
    end with a sign that has a picture of a motorcycle on it and a picture
    of a wheelchair."
    "...I was happy to accept the expected $60-odd fine and learn a lesson,
    but $384 dollars is just absurd."

    Yep, and when I parked there I wasn't sure whether the sign meant 'disabled
    bikes only', in 'disabled vehicles *and* motorcycles'.
    This was my story when I parked there and it was my story at court. A
    magistrate after seeing photos of the signs also said the sign was confusing
    so this isn't just me.
    So, to say I knew it was a disabled spot at the time I parked is incorrect.
    Again, at the time of parking I wasn't sure of the meaning of the sign. When
    I received the ticket I then learnt that my take on the sign must've been
    incorrect.

    I didn't expect a ticket at all at the time of parking. When I saw the
    ticket, my immediate thought was that parking tickets are about $60, I'll
    cop that and learn a lesson.
    As it turns out, if the council had more realistic penalties they would've
    made some money out of the deal. Because of their greed they end up with $0
    and some court costs to boot, and I get the last laugh.

    The discussion in here then turned into what is the appropriate penalty for
    illegally parking. I still think $384 is absurd for any* parking offence.

    If anyone wants to debate the appropriate penalties for parking offences
    then I'm still up for it.

    * of course parking on top of an old lady or any other ridiculous take on
    the term 'illegal parking' is excepted.

    Did your vehicle have a Disabled Pass? Merely having a disabled passenger
    doesn't confer parking rights.

    You can still be "able" and park in disabled parks or not be bothered with
    coins/timelimits....

    Just ask the RTA...plenty issued but I for one see many very able drivers
    using the passes.

    It's a privilege that's been widely abused.

    (minimum) parking fee"

    it is the councils discretion whether to wave the parking cost or time
    limits, Port Melbourne is the one of few that I know of and it is
    stated on the parking meters

    but this is for Vic, so it might be different in NSW
    and if they got a fine they wouldn't have a leg to stand on in
    court...

    I don't know and, sadly, neither do you. You have absolutely zero knowledge
    (or understanding) about what you've done (so you certainly don't have any
    excuse or defence!).
    Cockhead is as cockhead does and only a cockhead would claim he's caused no
    damage just because no-one has (or has been able to) stick it in his face
    and prove it to him.
    Mind you; slime like you would probably still try and weasel out of it
    .......

    You can still park, just not illegally. And you won;t get a ticket UNLESS
    you are caught redhanded. I wonder indeed at the numerous disabled stickers
    around the city for clearly commuter purposes. Yes, there are legitimate
    users that also hold down fulltime city jobs...but that many!!!???

    It;s a blatant abuse.
