    would make anything other than a complete Horlicks of the whole thing?

    You misunderstand, why can't HMG act like a private investor, raising some
    extra tax revenue, investing it in the open markets and eventually having
    enough income to fund serious stuff?

    If it was *that* easy, they could simply issue £5bn of 25 year debt,
    and plunge into open market. Cashflow issues aside, they'd have to run
    the gauntlet of public opinion that maybe, just maybe, it's not the
    gubmint's job to *make* money.

    If they prove successful, and return an investment on their debt, why
    spend the windfall on public projects? Why not invest the money just a
    bit longer?

    What do they do when said investment market falls through the floor?

    What about when the debt is due for repayment? Issue more?

    Doesn't public spending fill this niche, anyway, through Defence, NHS,
    et al?

    Finally, what is "serious stuff"?

    There are several (mostly economic) issues with this:

    - In order to generate the required amount of income, the size of the
    investment would cause a serious distortion of the market. Housing
    aside, you'd be hard pressed to find an investment that returns more
    than 6-8% on a year on year basis. You can go an figure out yourself
    how much money would need to be invested to generate a useful amount
    of income - you're suddenly talking about investing several billions
    (btw, where are they going to come from as borrowing them doesn't
    work[1])
    - Investment in, say, housing of the non-social variety would put the
    government into competition with a lot of private companies, but as
    the gubmit can borrow money more easily (iow cheaper) there's a good
    chance that they'd be driving private companies out of the
    market. Not a brilliant idea, that.
    - Think about who's going to fund their losses.

    [1] Although governments can usually borrow money at preferential
    rates, this would raise the required ROI to a level that would rule
    out any but the riskiest investments. But if you're after income,
    you _cannot_ per definition afford this level of risk, as you don't
    want to go a-speculating with your money.
