    Not really, in fact Spain is a perfect illustration. The country was
    without monarchy entirely for 17 years and afterwards it was really
    only window dressing until Franco pegged it in 1975.

    The antimonarchist republican movement led to Alonzo XII leaving Spain
    in 1931. The new constitution declared Spain a workers' republic. The
    elections held in 1936 returned a strong Popular Front majority, with
    Manuel Azana as president but later that year, Franco led a mutiny
    against the government. The civil war that followed lasted three years
    and cost the lives of nearly a million people.
