    It is if you are an HGV for which the limit is still 40mph.

    Do you still drive at 60mph in thick fog or deep snow or do you drive at
    a speed appropriate for the conditions and your vehicle?

  3. It is on a pushbike, and that's the point isn't it, "reasonable
    progress" is a relative term.

    If one man's reasonable progress is lower than anothers, that first
    'slow' man should have no cause to argue with the second 'faster' man.

    When travelling at a speed one considers reasonable and someone else
    wants to travel faster it's surely only good manners to get out of the
    way of someone wanting to travel faster?

    After all it's impossible to know someone else's motivation for
    wanting/needing to go faster.

    40mph is very fast for a great many road vehicles, including areas
    where 60mph is the legal limit.
