the "heavy fine" is presumably less than the money saved by having the
    call-centre in India.

Another way of getting more cash for policing duties, except that, instead
of paying it directly to the police, it's paid as wages to council workers.

I'd love to see how many get run over trying to stick a ticket on a car
waiting in the middle of a busy box junction.

I bet that, within a year, the duties will be privatised and handled by the
cowboy outfits currently doing clamping. Then you'll have to pay a fine and
pay £200 to have the padlock and chain holding your ticket to your car/boke
    removed.

You seem to have missed the obvious. The only ay this is going to work
is if they pseudoplod can just issue a ticket on their own word, without
any proof other than them saying "I saw him do it guv." A bit worrying
    I reckon.

AFAIR there's a bit more to it that kerb-crawling or "boy racer"
antisocial[1] behaviour, but I can't find my original source. AFAIR it
was a footnote in a newspaper article about the new instant road tax
fine but it appears that Her Tidyness has chucked away the newspaper.

[1] That's already a license to take people's licenses away if you
don't like the looks of them IMHO.

The same thought had occured to me.
    How will it work?
Magistrate: Well, what's this all about then?
Pseudoplod: He dun it yer 'onour, I saw him illegal enter the yellow box by
the lights next to the church in the High Street
Magistrate: Tsk tsk, well Mr Kolonie, what have you got to say for yourself?
Me: Pseudoplod is telling fibs, it wasn't me.
Magistrate: Well Pseudoplod, where's your evidence?
Pseudoplod: Scusing me yer 'onour but if you check your bundle you'll see
that Mr Kolonie does have a ticket for this offence
[At this point we enter the trousers of time]
    [Right and proper outcome]
Magistrate: Now listen here Pseudoplod, I've had enough of you wasting this
court's time! You clearly have no corroborating evidence to back up your
claim that Mr Kolonie commited a traffic violation yet you stand here
expecting us to issue a fine! Get out of my court, and don't come back
unless you have some proper legal evidence to bank up your claims.

    [Probable outcome]
Magistrate: He has a ticket for the offence does he Pseudoplod? Well why
didn't you say! Mr Kolonie you are clearly a ne'erdowell, take a £200 fine,
four points on your licence, fifty hours community service, and don't let me
    see you before me again!

    What say you all?

I do have some experience of the way the authorities and their agents behave
    towards motorcyclists[1], yes.

[1] Though I should like it to be known that despite the efforts of various
plod the only "punishment" that I ever received was an £11 fine for not
having a valid tax disc on a widdy little baby bike[2]
[2] I was guiltier than a guilty thing on guilty day in that case, and I got
    off *very* lightly[3]
[3] I also had no crash helmet, MOT, or full licence (wasn't wearing L
    plates), at the time[4]
[4] The joys and stupidity of yoof eh?
