    You're going to start using then/that before long.
    Well you can't really do that with say, kids, can you?

    It just strikes me as having no incentive for someone to keep their animal
    under control - which IMO they should be oblidged to.

    If said animal starts taking out endangered local wildlife, that also
    should, IMO, make the owner responsible to stop it doing that.

    Dogs aren't licenced in this country, and haven't been for umpteen years
    now.

    However, I believe it is legally required that they wear a collar and
    identity tag, but I don't know how this is enforced, or whether any
    similar regulations apply to cats.
