Ive a bike that has sat for too long. Working the various parts loose
is been a chore. Now it looks like the throttle is unstuck, I can shift
gears (pushing the bike now, not running it.)

When I open the fuel stopper, fuel seems to pass through the carb and
into the overflow tube, without moving the trottle at all.

Is it time to pull the carb, pop it open, look for bugs?

Its time to remove the float bowl and make sure the float is working
properly... sounds like the shut off valve isn't seating properly or
pitted....you may also want to consider rebuilding the carb.

    good luck
