I don't agree most motorcyles are well ridden. Neither are most cars
    driven well come to that.

Well, I see more sports bikes on the road than anything else.

Mind you, I rarely see any on the road over the winter... (I'm starting
    to sound like Dave Swindell).

Could it have something to do with replacing effective policing of all road
laws with ineffective policing of one, relatively unimportant, one?

Apart from those who want the blind and asleep among car drivers to notice
    their presence?

Think about it - you're driving along the motorway - medium/heavy traffic,
steady 40-50 mph, and bikes are filtering through. Which do you notice
first and give more space to? The one that suddenly appears next to you, or
    the one you hear coming?

Correct. It could also be taken to show that cameras do a worse job of
preventing fatalities than proper traffic policing - like wot we used to
    have.

Do many bikers tend to accelerate hard towards hazards like junctions and
stationary traffic, then? Seems odd to me.

The overall fatality rate per 100 million miles has risen for all
motorcycles from 12 to 14. The number of small motorcycles has reduced and
the number of larger machines has increased. So the higher rate is more
likely to be due to the larger machines. Especially as they tend to be be
    riden further.

Paragraph 203 page 70, only 14% of fatal M/C accidents occured whilst

In your example 1 the speed could have been excessive if the overtake was
performed on or near to a bend. In neither case do you mention the speed
    limit.

Possibly because in a large majority of cases the "limit" is irrelevant.
Inappropriate speed for the conditions has nothing to do with an arbitrary
number. 20mph on the motorway could still be inappropriately fast given
    particularly nasty conditions.

    That's because it's irrelevant.

Travelling over the speed limit is not necessarily excessive speed.

One can also travel at excessive speed while within the speed limit.

However, this is more complicated than, "Speed kills", so we have a government
that is trying to fix the wrong problem.

I would dispute your last point, although I can't pull figures from anywhere
to back it up. In my experience, ScootaBoys go *everywhere* on the damn
things, and people commuting to work on scooters/small bikes tend to rack up
    the miles pretty damn quick.

Still, I live in Bristol, so I may have a slightly skewed view.

    This statistic surprises me.

I was under the impression that in recent years there had been an
appreciable increase in smaller PTW. Especialy with congestion charge in
London, congestion and parking in cities in general and the cost of fuel.

Certainly, anecdotally, the railway car parks seem to have a lot, lot
    more scooters.

Which would leave an increased number of smaller capacity machines with
less experienced riders predominantly on L plates or a 'car' moped
licence buzzing round towns and cities. Where their exposure to possible
    collisions is much higher.

You have jumped in on the speed limit point and completely missed the other
point. Was the road straight or bendy?
