can I buy a moped before I get my provisional licence?

    I wasn't aware that a dealer could ask for (or even expect to see) anyone's
    insurance unless they were taking a dealers bike for a loaner or test
    ride/drive. I could be totally wrong in that though.

    I think there's recently been a change where it's almost the sellers
    responsibility to ensure someone is insured and I've heard that this
    "thinking" has moved into the "general population" too, where if you KNOW
    someone isn't insured and you allow them to drive/ride, you can be
    prosecuted under some newdraconian legislation.

    Of course, I've not heard this from plod or any other lawyerish type, but
    the way things have gone in this country of late, it wouldn't surprise me
    one little bit.

    As others have pointed out, it's a requirement that a new vehicle is
    taxed before sale, therefore insurance needs to be provided. I've
    bought several bikes from new, and always had to do this.

    But the driving licence thing is, I agree, a load of bollocks.

    You are correct. Traders definitely have to ensure the buyer is insured
    and licensed for the vehicle they are driving or riding away from their
    premises. This applies to both new and used vehicles whether the dealer
    has taxed them on the buyer's behalf or not. It is law, and it is
    fairly recent.

    And registering has sod all to do with insurance.

    Bollocks, I have only been asked for insurance when buying a bike for VED
    purposes.

    That must be very recent then because I didn't have to produce my
    licence to buy my KTM 6 months ago. In fact I didn't even produce any
    insurance because the dealer registered it in their name so they could
    tax it because my insurance papers hadn't arrived in time.

    Every day's a learning day.
