    update
first off the white line is almost unbroken [It has a 200 or300mm gap
    every 20 or so metres]
A few hundred metres before the lights there is a sign saying bus lane
ends then about 100 metres before lights
the "almost" unbroken white line ends and left arrows appear on road. At
the lights there is a left arrow traffic light.
After the traffic lights the left ordinary lane then veers over to take
over where left lane ended it continues for 100 metres or so then veers
right to allow bus lane to start again .

My problem is that if you can not cross "almost" unbroken white line you
only have about 100 metres to escape before the lights
Dont know about buses I think they probably do whatever they like
This is epping road and I think Centenial rd junction

The buses I've seen there change lanes before the lights.

Do they do it in the last 100 metres or cross this 'almost' unbroken line?

No, they do it well before the servo usually, start to move after the
last bus stop if they are one of the ones that stops there.

They probably know that the bus lane ends but casual users dont know
till they see the sign that says so then they are stuck left of white
line till 100 metres before light
It may be that people are allowed to cross line as it is not completely
    unbroken or something

    does this help?
    *****************************
147 Moving from one marked lane to another marked lane across a
    continuous line separating the lanes

A driver on a multi-lane road must not move from one marked lane to
another marked lane by crossing a continuous line separating the lanes
    unless:

    (a) the driver is avoiding an obstruction, or

    (b) the driver is obeying a traffic control device applying to the
    first marked lane, or

    (c) the driver is permitted to drive in both marked lanes under
another provision of the Australian Road Rules or under another law of
    this jurisdiction, or

    (d) either of the marked lanes is a special purpose lane in which
the driver is permitted to drive under the Australian Road Rules and the
driver is moving to or from the special purpose lane.

    I imagine any of (a), (b), (c) or (d) might apply.

Yes I just found that too so apparently us and buses and bicycles and
taxis are allowed to cross the line

Well we have no reason to think a and b apply (on the facts available).
C doesn't apply for motorcycles although may apply for buses (if there's
another clause somewhere saying buses can).

But D is the get out of jail card - nice one centurion

I would have thought that since motorcycles are permitted to drive in
both marked lanes, as specified in C, that would apply as well.
