Stainless comes in many forms and to say it's tough is just rubbish.

I've never found a grade of stainless (1) that can't be drilled with a
normal hss drill bit but maybe that's because I can grind drills, I
can slow the drill down and I can use coolant.

    (1) I'm not including nimonics because they won't be used for an
exhaust system where creep (2) doesn't come into the equation.

    (2) See how I'm using big words now I'm a manager?

Fairy nuff. My comment was aimed at the sharpness of bits found in the
average DIY toolbox and the expected skills level. A cobalt tip and
some cooling will certainly make the job easier. My real point is that
a smooth hole is essential to relive stress and stop the crack propagating.
Trying to repair a crack without drilling a hole at the end of the crack
is futile. ( or at least that I was taught ).

I seem to recall that only Kawasaki 750 Turbo's had nickel based headers for
the short run into the turbo?

Hmm. I pride myself on being UKRM's resident expert on 750 turbos,
and I've never heard that. They were made of summat special, mind,
and were only single skinned. And bloody heavy, too.
