I have no idea about the 'group'. I've only spent any time with by designated observer. He's not at all cavalier about speed limits, when he's observing, but it's pretty clear that under normal circumstances he takes them under advisement. OTOH he can ride the shit out of me without ever breaking either the limit or sweat, so why should I GAF if I'm 'allowed' to break it? Hold on. IIRC it wasn't long ago there was a discussion which talked about finding stretches of 'B' road where it would be possible to average 60.
