    They do? The Citylink toll road is owned and operated by Transurban Ltd
    which is a public company listed on the ASX.

    A simple solution for a simple person... but this is a much more complex
    problem. There are plenty of situations where you cannot receive a
    valid GPS signal, driving through tunnels, driving through forests with
    a thick tree canopy, in multilevel and subterranean carparks, driving
    around the CBD of capital cities, especially Sydney with it's high
    buildings and narrow streets... and I won't even start on the number of
    places you can drive where there is no GSM signal.

    I know all about the road reverting to state ownership after 34 years
    but I think that's an extraordinarily long bow to draw when you're
    talking about which state governments use electronic tolling in 2007.

    I was talking about who introduced tolling, no Toll Roads would be possible
    without the approval of the relevant state governments. Long Bow? Hardly.

    OK so now you're talking about who introduced it, so why mention who
    will gain ownership of it in 34 year as if it's relevant? I thought we
    were talking who charged the tolls, or at least that's what I assumed by
    your original post which said "Governments that charge tolls on roads.",
    which is what I originally replied to, and no matter how you try to
    dance around the point, the fact is that the Victorian government do not
    charge any tolls on the Citylink toll roads.

    Well... in the end, the government is what makes tolling possible.
    They are still doing it in Sydney, the Bridge toll goes into general
    revenue.

    It is true they aren't getting money from the tolls on other roads,
    they did get some up front though, eg they gave the Cross City Tunnel
    contract to the bods who paid the most up front.

    THey aren't charging tolls on any road but the Bridge, they are
    responsible for the existence of toll roads and indirectly for some of
    the toll prices - eg the CC Tunnel high price, and the lowish one on
    the M4/M5 because of the porkbarrelling of the cashback.

    Well, if you want to get pedantic and silly about it, the government are
    just representative of the population of persons above 18yo, so it's not
    the government at all, it's the voters... or the people who passed the
    constitution which gave the government the right to pass laws, or the
    people who drafted the text of the constitution, or the poms who gave
    Australia the right to self rule, or ultimately probably the King of
    England..
