Bit of a scam on the riders part:

I should hire my dad for $35000 a day. And then charge the police for
    it.

Either we have a very dishonest cop here, or a very dishonest rider.
It should be pretty damn easy to tell the difference between 76km/h
and 149km/h, but police aren't known for their incredible
intelligence, and it wouldn't surprise me if there's the occasional
cop who would read a display giving a number, and apply absolutely no
    sanity checking on that number.

Either way, I'm sure the video would be conclusive.

  2. It would appear that the cop has taken the reading of the LIDAR as a true
    reading and went with that.
When the cop was following the bike, before the siren, it was clear that
neither vehicle was travelling at 149 kph, if they were, there would have
been more movement and vibration from the car camera and the bike would
have been leaning further in the bends.
