It did cross my mind that this, plus the American assertions on the matter, might be a ploy to protect Pakistan from reprisals. Also, turning a 'guest' over to be killed is a serious social gaffe in that part of the world. They might not get invited to any more parties.
I have to say that I have long thought that burial at sea for a charasmatic character does deny the possibility of the grave becoming a shrine.
