    Didn't they race 350s back then as an official class?
    There was never a restriction on displacement in Germany, but at least
    in the 80s and 90s passing your bike test got you a license restricted
    to 27bhp. That said, road tax in Germany is calculated in increments of
    100cc, so 399cc got your 4x(tax rate per 100cc) but 408cc got you
    5x(tax rate per 100cc)...
