    The other point is that, when people say that cyclists don't pay VED,
    they are often falt-out wrong. They may not have paid VED /for their
    bicycle/, but that's an entirely different thing.

    Because you wish to licence two vehicles, you need to pay for two
    vehicles.

    Unless you feel the current licence is priced on the assumption that
    the vehicle will be in constant use?

    Healthcare in this country sucks a lot less money than healthcare does
    in almost any other developed country. And it covers everyone. In
    the US, there are 40-odd million people with no health cover, and it
    still works out at more than twice as expensive per person...

    Actually, only about 20% of council spending is paid for out of
    Council Tax. The rest comes from general taxation (income tax, VAT,
    etc)

    was what was said originally.

    It is irrelevant to the statement 'cyclists don't pay VED for their
    cycles'- which is what you then moved the goalposts to.

    True. The point was only made that 'they contribute VAT, like most
    things'.

    No-one ever claimed they contribute it like most things /and/ also
    contribute it in lots of new ways that other things do not.

    That's also a standard recovery technique if stalled on a steep hill whilst
    off-roading .. ;)

    Everything off, into a gear, forward or reverse, whichever is pointing
    downhill, let go of brakes and everything else so the vehicle is held in
    gear, and turn starter motor ... very safe technique for hill recovery ..
    Just takes a little balls to get used to it first time you have to try it ..
