that's a bit of an oversimplification though, but for good reason. For one, the interaction between photons and matter is not 100% understood. And for two, high energy particles can be thought of as a high energy photons (thanks Heisenburg!). So basically the difference in interaction is due to an energy difference, and that is not understood properly (see point 1). and what Ivan has described is often proposed as a cosmic ray particle detector mechanism. However, it does require a very large amount of "medium", and so a large number of detectors to detect said visible light. A continental sized bit of, say, ice is suggested.
